Report comment

What was the point of ordering a planning report if you don't then disclose its contents to your client? Would they still have been negligent if they had not ordered one in the first place? If I were in the position of Bird and Bird I would not e crowing about this and by appealing they are just flying a kite, or so it seems to me.
