Anyone who suggests you can travel from Chichester to Hastings to have a case heard is being a little disingenuous. By car on clear roads the best journey time will be about 1 hour 45 mins, You will have plenty of time to admire the suburbs of Worthing on your travels If one starts the journey further than Chichester, form a rural, or even coastal location, the time will be even greater. Public transport by train will involve two changes (or more). The closest option suggested is Brighton. The journey is via Worthing (of course) and once arrived in Brighton you will spend half an hour finding somewhere to park, and half an hour getting from there to the Court. None of theses journeys make any sense.
