Given that the traditional wisdom about substance misuse is that you need to see a person clean for 12 months - 2 years before you can have confidence in their recovery I cannot see how the 26 week rule can be applied - parents will have lost from Day 1. FDAC has done very valuable work and it is ironic that it is having to live hand to mouth when Australia is just setting up a similar scheme.
