The detailed assessment process is perfectly sound for litigation costs and if #LJJ thinks the draconian measures being imposed by courts is a good idea why not take a look at the number of hearings now going on. I suspect the court is making a nice sum of money on the back of all the applications having to be made. Pity they weren't staffed better. Ever tried to call central london county court??
