Personally speaking, Trevor, I was brought up to treat others as I would have them treat me. That's a good enough general guide and if everyone else did the same the 'problem' would largely be solved. What is wrong with that?

It is the attempt, firstly, to define HR in one HRA which is the problem, or at least a part of it, as some then tend to think that anything and everything else goes.

And does not our inability to deport a convicted mafia boss, but our preparedness to let Magrachie go, just prove my point? Surely those two decisions were precisely the wrong ones, yet they were made under HRA considerations?

Finally, we all know you can take a horse to water, but cannot make it drink. Compulsion tends to produce the opposite result to the one which is desired. And why should those who do not need HR education be forced to undertake it? The state already intrudes enough in our lives, we could well do with a lot less of it, not more.
