Lets be fair some senior judges have found it difficult to understand the wording in some legislation and have commented on that. So even if the Joe standard MP had the time to check what he /she is voting for there is no guarantee it is comprehensible. If I was a cynic (perish the thought) you might suspect the wording was intentionally made difficult to understand to avoid too many questions as to the practical effect of the proposed legislation.
