Keogh's Fraud Index is based on the number of files their fraud teams receive per post code area. No real evidence of fraud - just the 'red flags' eg more than 2 people in the car, occupants under 30 years old etc.

The index is not adjusted to take account of the population in the postcode area. Birmingham 'B' code has by far the largest number of people - over a million. They will always be 'top'.

The real purpose of the index is a marketing tool to persuade the insurance industry to keep paying Defendant Solicitors. I think they have served their purpose with the campaign to reduce costs being successful - your work is done - the ABS don't need you anymore.
