But we had a criminal justice system long before we had criminal legal aid. And prior to New Labour's creation of 4,000 new criminal offences between 1997 and 2010. there were only 8,000 the system had to deal with.

And MPs have some exceedingly complex issues to decide e g in or out do Europe, Scottish independence, etc etc on which the electorate has insufficient time or knowledge to form an informed inion. Largely all it can vote for is between parties who promise to tax, borrow and spend more, or tax, borrow and spend less. It then had to be left to HMG to decide how to implement that mandate.
