Yes, the state can now tell us what to wear- in the same way that we are not allowed to walk down a public street in the nude.
For a society to be cohesive and successful, certain norms need to be followed and, if necessary, enforced.
One norm that we all (or the vast majority of us) follow is the norm of wearing some clothes in public places- nudity is simply not accepted in public.
France is simply enforcing another norm (one which I would support) of not covering the face when in public.
The reasons for this norm are both to promote 'living together' as mentioned in the judgment, but also to send a message that women are not a class of people to be kept apart and separated from normal interactions with their fellow citizens.
