The industry has always accepted that it is very difficult to measure something which is designed to go undetected. In any event, suspected fraud cases rarely go to the police because of a number of reasons. The police only have so much resource. They can't investigate all of them (and compile stats for the benefit of Thompsons). Secondly, there would be no point sending them all to the police anyway. Evidence to a criminal standard is obviously very difficult to obtain and, unsurprisingly, fraudsters don't say "it's a fair cop guv, take me to the station".

Fraud is a massive issue and to try and cast doubt on the fact in this way is pretty unhelpful I would suggest.
