I was involved in the development of LR's abandoned Matrix and came to the conclusion that, working with a clearing house for payments, such a system would be a great benefit to the government. It could make the selective or wholesale charging of capital gains on domestic property possible

With the information available, pressing the button to exchange could automatically generate an initial demand for the tax stating that the tax payer can appeal (using forms helpfully available by clicking on a link) but that the amount shown on the demand (subject to any settled revision) will be collected from the clearing house on completion in priority to other payments so that the government gets its money on the button. Government support for the LR proposals seemed to die when the credit crunched reduced the chances o there being gains to tax.

Any conveyancer using the system should be required to provide the client direct access to view entries. The knowledge that work can be viewed by those paying the bills should improve customer service.
