Why is such an important thing as a will 'unregulated'?

The obvious and glaring error is here that people are hoodwinked - who in their right mind would agree to someone drawing a will, knowing the person they are dealing with is unqualified in any way?

It surely to goodness must be time for these activities to be regulated to protect the public? I just cannot understand why there is the problem in the first place - stop the cowboys!
