Using the example of the NFL hiring policy as guidance for how to bring in a quota is pointless. The NFL require one black and ethic minority candidate to be interviewed for each coaching job.

The big problem which the writer does not seem to have thought about is that the NFL have an abundance of BME players who would look to move into coaching to choose from and that is down to America being a very racial diverse country. Most NFL teams are in large cities which are racially diverse.

Law firms in England and Wales (and Scotland and Northern Ireland if they do not manage to escape this) are not just located in large racially diverse cities and towns. A lot of firms are in smaller towns and in parts of the country where there is barely any racial diversity and there would be no candidates applying who would actually fit the criteria leaving the firm either unable to interview or in breach of the quota.
