The added costs involved preparing the budgets and then having a hearing to argue about them should have been recognised by the rule makers as sufficient to justify shelving the idea.

Add the scarcity of court resources, including the judicial time which costs budget hearings were bound to consume and the failure of the rules committee to see the problem they were creating was, at the very least, negligent. even when the judges have acquired the necessary skills it will still add costs to the majority of cases which settle and it will still consume too much court time. The average case will last many months longer.

The litigants in person problem won't help either.
