It seems that the way in which then government have solved the problem of the courts being clogged by those who cannot afford lawyers is to ensure that the impecunious litigant cannot afford to lodge the claim and pursue it in person.

Constitutionally, the authority Parliament grants to ministers in Primary legislation to facilitate those rights and obligations it confers upon its citizens may be entirely subverted by Ministerial fiat by way of subordinate legislation imposing penal charges as a weapon to sideline Parliament and defeat its intention of providing
the means by which the citizen may avail himself of the law's protection.
