When I first read this I thought the calendar had been turned back to the first of the month. It's positively bonkers - but no doubt those who take the decisions will decide not only that the 'pilot scheme' has been a roaraway success, but that it should be extended in scope. Not the remotest connection, of course, with massively increased, recent pressures on the civil courts.
