Rob Thorneycroft at 09:04 am. All your post shows is that you do not understand what costs budgeting is about. It does not set a figure you are entitled to recover and should therefore be paid, just a maximum figure you could recover per phase if that is the amount of work you actually have to go on to do. To recover costs, you still have to show what work you have actually done, which could be considerably less than the maximum you could have recovered, depending on how the case progressed.
