Because litigation is adversarial, and it is probably impossible to predict exactly what the other side, or the judge may, or may not do.

One may as well ask the battlefield general what "the butcher's bill" will be, before battle is joined. There will be some idea, but very rarely will it be accurate.

Other professions, such as doctors, generally do not have others seeking to beat them. A better comparison is probably accountants trying to defeat the Inland Revenue. I don't know if they give a "fixed price", but it seems unlikely.
