With the exception of Shirley Jarlett, I can't see anyone making any sense in what is being said here. Of course one can understand Chris Grayling (pictured) but Lord Wool!
Commone sense would show that without bad decision making there would be no need for judicial or administrative review in the first place-immigration being a perfect example. This is a department where people are being trained to use their brains upside down in order to meet some stupid targets - hence issue a refusal to any application or any matter that comes to your table first without looking at it. And should the applicant challenge such a decision, proceed to review it - with a view to refuse it again!
