I could see them filling a request in every time David, all they'd have to do is change the date, location and vehicle reg on each app. Pretty sure you could have someone on work experience doing that all day.

I'm under the impression that it is possible to obtain electronic access too and considering the nature of their business I would not be surprised if they hadn't gone down that route.

The DVLA itself states that "Vehicle keeper details may be disclosed to law enforcement authorities or private litigants as a first point of contact to establish where liability for an incident or event may lie. Refusal to disclose these details would mean that
motorists could drive or park a vehicle without fear of being held responsible for their actions". And s35 of the DPA completely supports this view.

From my experience, the DVLA are incredibly officious with their V888 requests - I would be very surprised if a private individual successfully obtained the requested data first (or even 3rd) try so I wouldn't worry too much that they're just handing the data out willy-nilly.
