There's a really simple solution to this - issue a ticket on entering a car park, pay as you leave. Everyone pays for the exact amount of time they have stayed. No-one is issued with ridiculous penalties for overstaying.

But of course, this model doesn't suit these types of companies, because then they can't issue their extortionate fines.

I don't think any of us mind paying a fair fee for returning late if that was limited to the extra few quid for staying another hour. But these extortionate £85 penalties is what gets people so mad.
