All claimant solicitors know that the amount of money wasted by defendants in defending strong cases/delaying settlement completely eclipses any of the decreases in costs already introduced - I could send the MOJ hundreds of cases in which defendant stupidity has increased costs by thousands often tens of thousands. If new rules were introduced to make defendants, especially NHSLA and local council litigation departments, think commercially, it would be the biggest claimant solicitor costs decrease ever seen
