I'm sorry, anon at 9:56, but it is demonstrably in the defendants' interests to draw out litigation. Stalling is and always will be the preserve of a defendant where there is no risk of costs. There's no reason for a defendant solicitor to be kicked off the panel, if his tactics result in fewer payouts from his client and no additional fees (which is exactly what fixed costs do).

Everything else you've said appears to be hearsay, or at the very least ill-informed prejudice. However, I'm sure you've plenty of examples of this profiteering to show how unscrupulous claimant solicitors really are.
