Could do it in three:-

a) Abolish indemnity principle;
b) Permit full inter-partes recovery of "reasonable costs" (whatever they are) irrespective of the retainer [a corrollary of point a) above];
c) Define "reasonable costs" as per point b) above, as being in all monetary cases on the Fast Track as 35% of the value of any damages or compensation awarded (or for Defendants where QOCS does not apply, 35% of the amount sought in the claim). This would be the inter partes costs award - the solicitor would be free to agree to charge the client whatever they liked, on whatever basis they wanted.
