Arthur has it spot on. the court service is not a business or service. It is a , if not the, most fundamental aspect of maintaining a civil and ordered society. Whilst it should be administered efficiently justice/fairness/access for all must be the bottom line. Not cost. I believe we should all be genuinely concerned that the current cost driven approach to the cornerstones of our society will have very serious consequences in the future.
