Get rid of Cost Lawyers for each side and have one central group to assess the reasonableness on a case by case basis at the end of the claim. No Budgeting needed...oh wait, it was like that but MOJ wanted to save money by making us spend more.

Its frustrating that I get criticised for spending £10,000 investigating a £2,000 case and it might take a year or two. Then, Mr VAT man takes £2K, my expert will take £1-2K and the Courts might (if it got to PA) reduce it by 20% yet the Cost lawyer will get maybe £500-£1K (guaranteed, non of this no win no fee risk) for doing a bill and more on higher cases for Precedent H and Budgeting.
