It's a nationalised service. So of course it's poor.

When Ld hailsham did away with Quarter Sessions he also killed of the last of the still functioning local authority run civil courts. Where they were to be found (eg Bristol) they competed succesfully against the Count Courts.

Bring them back, and let's have some competition. If competition is the right medcine for the NHS and the railways, its right for the courts.
