"Offer" shows its ideological and nothing to do with fees as he knows doing nothing would meet budget imposed by Treasury. Immediate protest and refusal of contracts is only way to defeat two tier , as once in no going back, combined with an alternative restructuring so government is able to say they met financial obligations , restructured and compromised with profession.
