I have watched this whole tender process in utter amazement.

Working in international big business on multiple tenders for work from global companies and governments I have never come across anything that appears so corrupt to an outsider.

It is standard practice that from tender submission to down-select there are no discussions/negotiations on post contract award conditions allowed between those tendering and any customer representative unless ALL the suppliers that have bid are included.

It is both unbelievable that a sub-group would get together and have these discussions with the customer and that the customer would then entertain discussions/negotiation with such a sub-group.

For a central government contract this brings into disrepute the professionalism of all those involved and makes the MOJ look like they are opearating for / out of a Banana Republic.

Next time the MOJ spout off that "England's Legal System is the envy of the world", they should think of what they have done during this tender process and remember that the world extends beyond the far flung and now independent reaches of the old British Empire.
