I don't find it difficult to believe that litigants in person are not causing delay as most of them will be unable to get to the point of a court hearing. I was in the Administrative Court Office this morning and the litigant in person in front of me was being told (politely) that he was in the wrong office, that he had the wrong forms and that he needed legal advice. I've witnessed bemused litigants in person at various court offices who clearly have no idea how to complete the necessary forms and cannot find anyone to help. I'd be surprised if many of them got as far as finding out what the fees are which of course they wouldn't be able to afford anyway.
Our civil justice system no longer provides a service for people on low incomes.
