Note which one he puts as the most important of those three. What a self indictment. Here is a man who reveals himself as not getting it, a Grayling who thinks like a Grayling.

It should be self-evident that the purpose of justice is to be fair, that that is the most important of those three. Anyone who does not think that should not be involved in the law at all, in any way.

'Swift' is an adjunct of fair because justice delayed is justice denied. Cheapness likewise because those who need justice must not be denied it because they cannot pay for it. But do we really think a chief constable is thinking of cheap as cheap for the accused, rather than his force and the taxpayer.

Fishy isn't it? As I said, this man has revealed himself to be a Grayling.
