I appear to have misunderstood something. The proposals are to (1) insist on a GP visit within 7 days; and (2) insist that claims are issued in 12 months. Otherwise the claim fails.

So the fraudster (who knows that the accident is going to happen) can get his paperwork in order, and book his GP appointment before setting off for his accident, instruct a solicitor later that same day and still claim. The genuine Claimant, perhaps initially not wanting to claim and seeing how things settle down may struggle on both counts.

It seems that they are designing a system which will not stop a single fraudulent claim but will stop some genuine Claimants, particularly those only claiming as a last resort.

Either I have got badly understood the situation, or someone else has.
