Maybe the Rt Hon Chris Grayling MP was simply trying to revive the obsolete British tradition immortalised by Dick Turpin – "Stand and deliver! Your money or your life!" – although perhaps enlisting the assistance of the successors of the Bow Street Runners was taking it just a tad too far.
