I think the idea is that coupled with plea bargaining, in the only trick in town "worth" defending, White Collar Crime, there is a "contribution" only back. This will in the future be based "loss" perceived or otherwise.

Actually looked at from those earning over £70k per annum or in possession of Legal Expenses Insurance "products" that pay only for Panel City Firms, one can see the logic.

For all the rest of the public, then they can make do with irrational prosecution decisions as a result of the CPS being untouchable.
