Osborne's rationale was that this is a necessary step to eradicate fraudulent personal injury claims.

The ABI's PR states that ABI members rejected 67000 motor claims as fraudulent in 2014, valued at £850 million. No-one can credibly argue that such claims should not be eradicated. However, those claims represent less than 2% of all motor claims. They also relate to all motor claims, not just personal injury claims.

So an entire class of injury claim / claimant is to be eradicated, in order to tackle a minority of less than 2% of "dodgy" claims. Now there's Justice.
