First time around: we must fight the scourge of low end whiplash claims. Solution: change all of PI costs to reduce them to the lowest possible level, shunt (pun intended) workplace claims and public liability claims into the same pot so that less lawyers work on them.

Second time around: we must fight the scourge of low end whiplash claims. Solution: make all PI under 5k (and I assume he's including clin neg in that) small claims so no lawyers work on it and it becomes the province of these back street chaps who call themselves legal advisers and will advise you up until the point there's a denial and then say "no thanks".

That's the tories all over. Take a problem and run it for miles and miles beyond the initial problem until they've nuked everything they (or insurers) faintly dislike. Scorched earth...
