Doesn't this all boil down to the fact that entering politics is no longer about altruism and the "public good" but about careers?

Our Lord Chancellor wants to make a name for himself as a "great reformer" and grasps at anything that might fulfil that ambition rather than giving any thought to whether any of it is actually necessary.

Much like the new GCSE grades introduced when he was Education Minister - does anyone understand what a level 9 means? Not even my 13 year old or his teachers appear to know what the new grades mean and he's going to end up with a clutch of numbers no employer or parent knows anything about.
