I'm not sure Professor Kempson's Report, culminating in the Small business and Enterprise Act went far enough.

The only real way to ensure that the minimum necessary was extracted from the carcass was to give the job to the Insolvency Service, i.e. nationalise was is effectively, state sponsored work anyway, but obviously that is not realistic.
