The point needs to be made that the position is potentially almost twice as bad as the comments suggest.
If a victim suffers injuries worth just under £5k and also suffers loss of earnings of £5k then he would find himself without an effective remedy for a claim worth almost £10k in total. Not a word about that from Osborne or Gove. But the insurers will be very pleased.
