Interesting that it all seems geared towards the involvement of the Courts, when plenty of cases currently settle with decent costs without being issued at all! Jackson presumes that we all want to go to court. We don't always, so, if anything, this is going to increase litigation, and courts will be busier, and, no doubt, the service will decline even further. Where is the incentive to use the Courts as a last resort ? It's an atrocious 'service' to say the least.
