The point which Woolf, and all other judges, entirely missed is that solicitors settled more cases without litigation, than ever went to a hearing.

No doubt that is due to their arrogant attitude towards solicitors.

Woolf personally increased the cost of litigation immensely by insisting that the case was entirely "court ready" prior to issuing proceedings. He did not understand the system of which he was a part.
