Dyson: 'desperate way of carrying on’.

Vara: ‘We had act quickly and take tough decisions: we took them with the evidence and research available at the time… we did the best we could under the circumstances.’

Best we could under the circumstances? Sounds very much like acting in a desperate manner to me.
