There is a revealing admission in this extract from the MoJ Response Paper (p34, if you don't trust my typing) "Having considered the impact of the proposals on the groups for which limited data is available, we have not identified any illegal direct or indirect discrimination 'arsing' from the planned closures" [my apostrophes added around the MoJ's careful verb selection]. Loosely translated into RealSpeak: "Can't be bothered to look for, let alone analyse, proper data, so truthful to say no illegality identified - we'll bottom out any issues as they arise", with an implied admission as to the anatomical source of the thinking behind planned closures.
