Jonathan,

Legal executives are lawyers who specialise in one area of law. They may not study as wide a range of subjects as solicitors but there is no reason to expect them to be less skilled in their chosen area of practice.

The SRA even allows CILEx units to count towards the academic stage of training when legal executives wish to dual qualify as solicitors.

The profession clearly doesn't share your view given that CILEx lawyers can become advocates, partners and judges.
