Interesting idea, John. The only snag I can see is that anything run by the state tends to cost ten times more than it should. And who would administer your scheme, presumably those who lost their jobs with insurers presently processing 3rd party claims? But certainly worth a look at. It is not completely like the idea of no-fault liability in the context of the NHS.
