Anonymous (isn't it time to be brave and reveal yourself) - the ADR Directive and the EC's ODR platform do not make the online court otiose. Firstly they do not provide one single online venue for resolution (the platform mainly acts as referral faciltiy to a variety of services operating at different unconnected venues) , and , secondly, they are restricted to non-health based consumer disputes.

I should also add that, if they did provide the whole of one tier of HMOC,it would not be the first but the second tier. Unlike the second tier solutions that we envisage, the EC platform does not provide the self-evaluation and triage to be included in the first tier.
