At present we have a system where, if the bill is challenged a Judge will assess it and decide whether the work done was reasonable and necessary. After that, the Judge will then decide whether the bill is proportionate.
In some cases, Judges get two chances to assess the bill.
But apparently this level of judicial oversight is not good enough, and the government know better - hence fixed costs approved by politicians.
It will be interesting to hear whether Judges agree they are getting it wrong and politicians are better placed to assess a bill.
