I think that is it in a nutshell, Ian. People do not know the law, that is why they consult lawyers for expert, professional advice (in the same way as I don't know medicine so go to a doctor with a health problem). Regrettably, it seems this government along with various quangos think that the law is easy and everyone can be their own lawyer!
