Raynor@16 March: I agree that dismantling the 'Post War Consensus' may well be the Tories' philosophical driver. After the last NHS 'reforms' I had occasion to try and work out who afterwards was the tenant of some business premises. In previous NHS reforms it had been simple: all property holdings were statutorily transferred to the same body (or type: e.g. NHS Trusts).

The recent reforms however listed I think 11 different possible legal entities which could hold NHS used property. I could not think of any reason why this complication (which took some hours to work out) was helpful to anyone - except to the dismantling and privatisation of the NHS or parts of it.
