This can all easily be resolved by getting rid of cost shifting in all cases regardless of the amounts involved . Think of the money the government will save on salaries and how many court buildings can then be developed in to luxury apartments.

Perhaps this is the ultimate plan behind all these changes.

It is interesting how many other jurisdictions manage quite happily to dispense justice without this rather quaint process which is a real bar to access to justice.
